The Red Rock Hydro Plant, located in Pella, Iowa, operates within the Midwest Reliability Organization and utilizes hydraulic turbine technology to generate power. With an operating capacity of 55 MW, the plant is part of the WAPA Upper Missouri East Region’s power control area. It is unregulated and primarily owned by the Western Minnesota Municipal Power Agency, which also serves as its holding company. The plant’s fuel source is water, and its primary power purchaser is Missouri River Energy Services, which also operates the facility.
