It is integrated into the Midcontinent Independent System Operator’s power control area, ensuring efficient management of electricity supply and demand. The plant is regulated and is wholly owned by the Board of Water Electric & Communications, which also serves as the plant operator. The primary fuel source for Muscatine Plant #1 is coal, aligning with the operational strategies of the owning entity to provide reliable energy to the region.
