Mill C is a hydraulic turbine power generation facility located in Plattsburgh, New York, within the Northeast Power Coordinating Council (NERC) region. It is regulated and primarily owned by the New York State Electric & Gas Corporation, which is a subsidiary of Iberdrola SA.
