Ice Harbor is a hydraulic turbine power generation facility located in Burbank, Washington, within the Western Electricity Coordinating Council (WECC) region. The plant operates with a capacity of 441 megawatts and is managed by the U.S. Army Corps of Engineers – North Pacific Division. It functions under the jurisdiction of the Bonneville Power Administration, serving as its designated power control area. As an unregulated facility, Ice Harbor is primarily owned and operated by the U.S. Army Corps of Engineers – North Pacific Division, utilizing water as its primary fuel source.
