HL Power is a biomass-fueled steam turbine power plant located in Litchfield, California, operating under the jurisdiction of the California Independent System Operator. With an operating capacity of 30 MW, the plant is part of the Western Electricity Coordinating Council region. It is managed by HL Power Company and is unregulated, with Denham Commodity Partners Fund V as the majority owner, under the umbrella of Denham Capital Management. The primary power purchaser for HL Power is San Diego Gas & Electric Company, and it is connected to the Tuscarora Gas Transmission Company for its gas supply needs.
