The Borger Plant, located in Borger, Texas, operates within the Midwest Reliability Organization and utilizes steam turbine technology to generate an operating capacity of 20 MW. The plant is part of the Southwest Power Pool power control area and is managed by Tokai Carbon CB, which also serves as the majority owner. The facility is unregulated and falls under the ownership of Tokai Carbon Co. It primarily utilizes alternative fuel sources and has no designated primary power purchaser. The El Paso Natural Gas Company serves as the primary gas pipeline for the plant.
