US Solar Industry Faces Turmoil as Congress Considers Reinstating Tariffs Amidst Price Drops and Technology Shifts.

The AD/CVD saga began when Chinese-owned solar manufacturers were found guilty of circumventing US import tariffs by relocating small parts of their operations to Southeast Asia. The tariffs were waived by President Joe Biden, meaning they would not come into force until mid-2024. However, Congress considered a vote to repeal this waiver and reinstate the tariffs in April 2023, leading to a petition from over 400 US solar companies urging Congress to uphold the waiver. The Solar Energy Industries Association (SEIA) claimed that the tariffs would damage the US solar industry and lead to retroactive duties and project cancellations. Meanwhile, the transition to n-type technology was prominent at SNEC 2023 and Intersolar 2023. The price of polysilicon fell by June, with predictions that by the end of June it could drop as low as RMB100/kg (US$14.4).
