The N.C. Clean Energy Technology Center (NCCETC) has released a report titled “50 States of Solar: Q2 2024”. The report highlights that 44 states plus the District of Columbia and Puerto Rico have taken 182 distributed solar policy actions in Q2 2025. The majority of these actions were in California, Arizona, Connecticut, New York, Pennsylvania, Massachusetts, and Virginia. Other trends include formal studies to inform on future net metering successor efforts and modifying existing community solar programs. California’s Public Utilities Commission (CPUC) approved two major decisions on community solar and income-based fixed charges, while Alaska lawmakers passed legislation requiring regulated utilities to offer community energy programs. Colorado legislators approved changes to the states’ community solar garden program in 2026.
