The Obama administration’s landmark rules on carbon emissions from the power sector are set to be published in the Federal Register, opening the door for state and industry legal challenges. The standards for new gas and existing coal-fired power plants were previously unveiled by EPA Administrator Michael Regan. Publication marks the start of a two-year period for states to submit implementation plans for their existing coal fleets and opens a 60-day window for legal challenges, many of which will likely be from Republican state attorneys general who previously challenged the Obama-era Clean Power Plan.
