Researchers from the Property and Environment Research Center (PERC) in Montana are urging state lawmakers across the West to consider conservation easements to preserve groundwater supplies. The idea is similar to similar programs for land conservation, where landowners and nonprofit land trusts set aside acreage to preserve features such as wildlife habitat, open space or recreational use. Researchers suggest that these measures could address the issue of allocated more water rights than water in aquifers.
