Illinois Gov. J.B. Pritzker has signed into law rules for the deployment of carbon capture storage and pipelines, a climate technology that has historically been divisive among left-wing activists. The SAFE CCS Act, passed by state lawmakers in late May, makes Illinois the second state after California to suspend approval of carbon dioxide pipelines while federal regulators are working on regulations following a 2020 pipeline failure in Satartia, Mississippi. The law also comes after Iowa regulators approved a portion of an Iowa portion of a $8 billion CO2 pipeline connecting ethanol and fertilizer plants across the Corn Belt with a site in North Dakota. The signing of the law was attended by legislative leaders, representatives from agriculture giant ADM, labor, manufacturing, and environmental groups.
