House Republicans Question California Air Board Official Over Controversial Rail Emission Rule Amid EPA Approval Delays.

House Republicans have called a hearing in the Transportation and Infrastructure Subcommittee on Railroads, Pipelines and Hazardous Materials to question Heather Arias, head of the California Air Resource Board’s Transportation and Toxins Division. The rule, which went into effect in January, goes further than federal standards but cannot be enforced by state regulators until the EPA approves it. Republicans have been lobbying for the EPA to kill the rulemaking, claiming it fails a cost-benefit analysis.
