New York Gov. Kathy Hochul is under pressure from all sides as her administration considers final rules targeting refrigerants that warm the planet at a rapid rate. The Department of Environmental Conservation proposed regulations in December 2023 that would set strict standards for new commercial refrigerators, residential heat pumps and chillers in the next decade. While the rules would not mandate the removal or upgrade of existing equipment, except in supermarkets by 2035, they would set stringent standards for sales of new commercial and residential refrigerators. The grocery industry, HVAC contractors, spray foam insulators, farmers, and other business groups are urging Hochil to back down on the proposed regulations, arguing they will be disruptive and costly to implement.
