FERC Proposes 12 Benefits in NOPR Amid Debate Over Siting Legislation and Definition of Benefits

The Federal Energy Regulatory Commission (FERC) has released a list of 12 proposed benefits in its pending Notice of Proposed Rulemaking, or NOPR. The list includes access to lower-cost generation resources, decreased congestion due to transmission outages, reduced transmission energy losses, and diminished frequency of loss of load events. The debate over benefits also arose with the proposed siting and permitting legislation introduced by Sen. Joe Manchin, D-W.Va. Senator Chuck Schumer and Kevin Cramer R-N.D. have both expressed concern that benefits should be defined loosely and without a clearly defined list of benefits.
