A federal appeals court has sided with environmental groups against a mid-Atlantic natural gas expansion project in Pennsylvania. The 3rd U.S. Circuit Court of Appeals rejected a bid by gas infrastructure developer, Transcontinental Gas Pipe Line, to prevent a quasi-judicial state agency from reviewing the permits for the project. The project is intended to enhance an existing pipeline network in Pennsylvania and New Jersey. Transco had claimed that the federal Natural Gas Act prevented the Pennsylvania Environmental Hearing Board from reviewing permits for its project. However, Judge Peter Phipps stated that no such preemption method applies in this case.
