A report by the EPA Office of Inspector General has identified both state and local government in the 2022 water crisis that left Jackson, Mississippi, residents without safe drinking water and raised concerns about institutional racism in the majority Black city. The report blamed the capital city for failing to maintain its drinking water infrastructure and a state agency for providing inadequate support. The state Department of Health also failed to provide flexible and subsidized loans for drinking water needs. Flexible loan terms are supposed to be offered to disadvantaged communities under the Safe Drinking Water Act but were not made available to Jackson until June 2021.
