Energy lawyer Ari Peskoe has called for the Federal Energy Regulatory Commission (FERC) to overhaul regional grid operators to speed up the development of renewable energy projects and advanced transmission technologies. He argues that the Federal Commission (FERC) treats each “discriminatory rule” set by regional grid operator RTOs/ISOs as an “isolated incident” rather than tracing them all to faulty governance. Pesko also recommended that FERC promote “under-represented voices” in RTO/ISSOs, such as state regulators, to counterbalance entrenched power. He also suggested that the power industry be slow to connect new renewables projects and build more transmission.
