California Assemblymember Isaac Bryan has announced that a proposal to guarantee Californians the right to a healthy environment will not be on the November ballot. Bryan stated that he and backers had insufficient time to complete a thorough constitutional amendment before the June 27 deadline to qualify measures for the November ballots. The decision comes after Bryan amended the measure to include language clarifying that environmental rights couldn’t be used in a manner inconsistent with state laws or other constitutional rights. Backers of the “Green Amendment” movement argued that this change removed the teeth from the proposal.
