A new California bill would require private plane owners to register and pay a fee with the state Department of Motor Vehicles, similar to what Californians already pay for cars. The fees would be used to address the harmful environmental impacts of airplane emissions, including particulate matter pollution, and administrative costs. Currently, private planes pay a federal fee to the Federal Aviation Administration. While California does not have a state fee on private airplanes, there is precedent in other states where plane owners must register at the state level.
