U.S. President Joe Biden has issued a proclamation to maintain a 14.25% tariff on crystalline silicon PV cells, while allowing up to 12.5 GW to be imported, up from 5 GW. The tariffs, which date back to 2018, were intended to limit imports and allow the U.S to ramp up a domestic solar supply chain. However, four years later, the Biden administration passed the Inflation Reduction Act (IRA) of 2022, which allowed domestic solar manufacturing to develop. The coalition of manufacturers led by Qcells alleges that four Southeast Asian nations are exporting dumped goods from China, making it difficult for domestic manufacturers to compete on cost. The new proclamation is intended to facilitate U-S.-made solar cell capacity increasing.
