President Joe Biden has announced $7.3 billion in clean energy funding for rural electric cooperatives, marking the culmination of a yearslong effort by environmental groups and power cooperatives to reduce coal use. The two groups had been at odds over EPA regulations for power plants, but began meeting five years ago in an effort to resolve this issue. The breakthrough came in Colorado, where environmentalists had been arguing with Tri-State Generation and Transmission Association over its coal-centric power system. The sides agreed to push for federal funds to help power cooperators transition to cleaner sources of energy.
