The bipartisan infrastructure law included a record $15 billion in federal funds. However, some states are concerned that this money is not being directed to where it is most needed. The issue is highlighted by concerns raised by environmental advocates and a national group that focuses on drinking water funds. The money is in the form of loans and grants under the Drinking Water State Revolving Fund, which was expected to be divided among states based on need, meaning states with older infrastructure and more known lead pipes would receive more. Massachusetts had expected to receive roughly $65 million for lead pipes in fiscal year 2023 from the infrastructure law, but instead received just over $33 million in 2023.
