The majority of the IRA funding goes to state energy offices (SEOs), while utilities are transitioning their residential demand-side management programs towards a more comprehensive electrification, load management, and home energy-efficiency portfolio, with a special emphasis on low-income customers. While utilities may not necessarily be the administrator of IRA rebate programs, they can benefit from the funds. Federal program funding such as WAP and Solar for All, as well as federal and state tax credits, can address a major cost and complexity of making major electrification equipment upgrades. Utilities and SEOs can collaborate to design or implement ambitious programs. The funding may vary for SEO and utility electrification programs.
